Three Punjab cadre IAS officers, who gave different opinions on the transfer and demarcation of a prime chunk of land in Patiala are now under scanner. While one of the officers has been suspended, the vigilance bureau has initiated inquiry into the case, which involves members of Patiala royal family, the state government and some individual ?buyers of the land?.

While the state claims that the land in question belongs to the government, the buyers say they have paid Rs 3.25 crore to Kiraninder Singh ? the ?owner? of the said land and son of Patiala royal Brijinder Singh.

The land, measuring 6.5 bighas (6,500 square yards), is a part of the 77 bighas originally allotted by the then Patiala and East Punjab States Union (PEPSU) government in 1950 to Brijinder Singh.

PEPSU ? created by combining princely states of Patiala, Jind, Nabha, Kapurthala, Faridkot, Kalsia, Malerkotla and Nalagarh ? was a state of India between 1948-56.

In 2010, Brijinder?s son Kiranindra sold the land (6.5 bighas) to three persons ? Yashpal Aggarwal, NP Singh and DS Sandhu ? for Rs 6.5 crore. However, soon after the transaction, the land got involved in a dispute between the buyers and the Punjab government ? the latter had some buildings on the land and refused to vacate. The state also held that sale was a ?fraudulent transaction? and ordered a vigilance inquiry.

The buyers, who had already paid Rs 3.25 crore to Kiranindra, managed to get the ownership transferred, but the incumbent Deputy Commissioner, GK Singh, refused to allow demarcation citing various reasons.

The dispute first came to fore in 2010, the then Patiala DC, Deepinder Singh, refused to allow registration of the property in the buyers? name.

The matter went to Punjab and Haryana High Court which directed the administration to sort out the case within seven days. The DC reiterated his stand in March, 2011.

The buyers then met Divisional Commissioner, GS Grewal, who ordered a ?stay? on the DC?s order and also directed him to reconsider the decision. In the meantime, Vikas Garg, joined as new Patiala DC and after hearing the buyers? plea allowed registration and mutation of the land in their favour. However, when the buyers approached the district administration for demarcation, the same was put on hold, as the vigilance had already started an inquiry into the case.

The inquiry is over and vigilance officials claim that ?prima facie the buyers, Garg and four Patiala district administration appear to have hatched a conspiracy to usurp the government land.?

On the other hand, the buyers have accused the government of bias.

?The vigilance is inquiring into land measuring 12 bighas, nine biswas, (Khasra No 101, 102, 103), which is already owned by government and is not under dispute. Our case pertains to Khasra No 104. The official machinery is wasting time and unnecessarily harassing us,? Yashpal Aggarwal, one of the buyers, claimed.

Govt land or royal property?

Deepinder Singh, then Patiala DC: In 2010, he ordered to vacate Punjab government offices located on said ?private land?. Few months later he backtracked and refused registration of land in buyers? favour. High Court ordered him to settle the case within a week, but he refused to get the demarcation done.

G S Grewal, then Divisional Commissioner, Patiala: In 2011, he ordered a ?stay? on Deepinder?s order, asked district administration to reconsider the matter.

Vikas Garg, then Deputy Commissioner, Patiala: Asked District Revenue Officer to conduct an inquiry. Transferred ownership and mutation in name of buyers. Before demarcation, vigilance bureau initiated an inquiry.

Present status: The Vigilance investigating the case. Vikas Garg suspended.
